Energy cost allowance for SMEs

12 July 2023

The Tegemoetkoming Energiekosten energie-intensief mkb (TEK) is a compensation scheme for increased gas and electricity costs among SMEs. The subsidy is based on modelled consumption and price data and therefore not on the actual use and price of energy. The allowance applies for the period from 1 November 2022 to 31 December 2023, with a maximum amount of €160,000. RFO determines in advance whether an entrepreneur meets the energy intensity requirement.

Grant
RFO requests an estimate of annual consumption from the grid operator. Please note that if the consumption has changed significantly in 2022, this estimate may not be correct. This can be reported with the application. The subsidy is calculated using 2023 model prices set by CBS. The compensation is 50% of the energy cost increase above a set so-called threshold price. The price of energy is not fixed. This means that it cannot be determined in advance exactly how much the final subsidy will be. Therefore, RFO wants to work with an advance payment of 35%. This will reduce the risk of repayment. The final subsidy will be determined in 2024.

Conditions
You apply retrospectively for the period from 1 November 2022 to 31 December 2023. The maximum allowance is €160,000.
The main eligibility requirements are:

  • The company must meet the European SME definition. This means that connected
companies, such as those with multiple locations, are considered one company. An application is submitted at group level.
  • TEK is for energy-intensive SMEs. This means that energy costs must be at least 7% of turnover (in 2022) to qualify. This is called the energy intensity requirement. Note that this does not look at actual energy costs.

Applications can be submitted until 2 October 2023
The TEK is open until 5pm on 2 October, applications submitted later will not be considered.

Applications can be made via the RVO portal. To log in, eRecognition level 3 with authorisation 'RFO services at level eH3' (or higher) is required. Zzp'ers or sole traders can also log in with DigiD. More information? Then go to koenenenco.nl/tegemoetkoming-energy-costs-energy-intensive-sME-tek/.
